If you have time, wait until after prom and look in the department stores. After prom season, (around May) they have to get rid of those dresses and they will get to 70% off.
I got mine at Dillards, but I've seen them at Belks, Hechts, even Sears.
Bridal stores often carry them too. Ask about any dresses.
Consider catalog ordering. I order a lot from Chadwicks, but there are tons of other catalogs.
Do you mind if it's used? Chorus departments each year have tons of formal dresses that the girls can't wear ever again. I loved it but the simple fact that 30 other girls had that dress meant I couldn't wear it to prom or winterfest or anything like that. In college, many sororieties have formals and after it's been worn once they sell it to local consignment stores.
Also look on EBay. I've gotten a couple on there (as long as I knew the namebrand I knew what size i would be).
A lot of the online bridal stores, sell their bridesmaids dresses for less than $70 just to get rid of it. Good luck but right after prom season is the time to look!

Deb is a great store with formal dresses usually under $75! Also Fashion Bug has some choices, but they tend to be geared towards the older crowd.

I live in Melbourne Australia and the charity shops are wonderful for finding all sorts of really good bargains. I'm not sure where you live but they are certainly worth trying. If you go to the ones that are in better areas, you probably stand a chance of getting a lovely dress.

I am not sure about any stores that have not been mentioned but I have had all my brides maids order their dresses from pacificplex.com and they love them they are affordable and they do not look cheap at all. They even have wedding dresses on there now.
