Traditionally, it's on the twenty ninth of February(leap year), but I think it's becoming more popular to bite the bullet and ask anytime. Good luck.....

At any time they want
Stupid idea that women can't ask men to marry them. This is the 21st century not the middle ages. Women have rights and are at least as capable of choosing their spouse and asking them to marry them as men are.

Depending I suppose how you look at life these days, some people live together first, some don`t,some leave it till Valentines Day others wait till they feel they are in a position financially, it all comes down to you if, you feel right about it go ahead ask,if the answer is, shall we wait till we can afford to then, so be it,a lot of people do things on impulse & if you know your partner well enough then...what`s stopping you?

29th february in a leap year traditionally, but if you can't wait that long just ask when he's in a good mood. I asked my husband to marry me and he did'nt take offence or anything. It took a while for it to actually happen though!

it is supposed to be on a leap year valentines day though if you love your man i am sure that he will appreciate it what ever time you ask, break away from tradition, be different that way you can keep your moment special instead of sharing it with lots of other couples on the leap year

Nowadays whenever they want, but traditionally it used to be on the extra day in February when there was a leap year.
I assume there were terrible penalties for the man if he said "No thank you!"
