It depends on what you mean by narcotic. When speaking of illegal drugs narcotic means specifically those that contain opium derivatives such as heroin or morphine. In that sense cocaine isn't a narcotic.
if you mean narcotic as a potentially addictive substance the answer is yes in that it contains alcohol. However, in that sense it is no more a narcotic than bourbon or rum.
Having drunk Jagermeister and thinking it tasted most like Vicks 44 cough syrup I find it hard to believe anyone could like it enough to get addicted to it. Of course when I was younger I drank Mogen David 20-20 (a/k/a Maddog) purely to get drunk and I've never tasted anything worse than that.

No but it was always rumored to have Opiate based ingredients. I've heard the original overseas Jager contains Codeine but not the American version.

No, that's just stupid. It contains anise.
In a very round about way I could see where MAYBE you could think that since absinthe contains thujon and they have similar tastes but even thujon is questionably narcotic.
