We use bomb-sniffing dogs where we can. However, in many situations, as in the case of roadside IED's, it is not practical because of the amount of area that must be covered. Another constraint is the amount of bomb-sniffing dogs that the US has. A good deal of training goes into these dogs, and not every dog that is trained is fit to be a bomb-sniffing dog.
The dog must be extremely obedient, and under no circumstances can the dog paw at anything. The dog must be able to ignore distractions and people. Additionally, the dog must be in good health and "deployable." There are many dogs that fit these qualifications, but can not go to Iraq because of health problems. So much time and money goes into training a bomb dog that there just can't be enough of them for the mission that there is.

But your answer your question. They do where they can, but if your question is aimed toward the IED threat, it is not an efficent means of doing business. The convoys travel throughout Iraq cover so much area that it would take to long to "Sweep" everything with dogs, by the time one section was cleared the insurgents would of had plenty of time to plant one somewhere else. They do use them mainly at checkpoints but most of the IEDs are detonanted by cell phones so you literally would have someone and their bomb dog getting hurt as they walked up on it. There are not huge numbers of these trained animals and the heat is fairly hard on them.
