Yes, it's a good thing and the threat of flooding for this particular storm is overblown by the press as usual. Though after the fires, mudslides are inevitable once rain really does come.
I grew up in Northern California and the inability of Southern Californians to drive in the rain and the press reaction to it (Storm Watch 2007!!!!) cracks me up.

Yeah, you're right. It's like eating vegetables or exercising. Everybody knows we need it, but nobody wants to deal with it. The part that stinks is that is always seems to be clear all week and then rain on the weekend. Why can't we fix the drought while I'm stuck at work?

It's the news. They love scaring the hell out of people. It's sad, but their ratings come from reporting on death and destruction.
They can't say "rain fall coming our way to give nourishing life to plants".

I live in the high desert so i know how important the rain should be, but it does not seem like a good thing for the residents living on the hill, because of the landslides.

of course rain is VERY important, BUT when you have fires and there is nothing to hold the rain, the mud slides can be just as dangerous as the fires.
