Tears are made in glands on the outside corner of the eye, wash across the eye, and drain through a little duct on the inside corner into the nose. If you look carefully, you can see the opening of the tear duct by pulling down a little on the lower lid and looking in the mirror.
Normally, the volume of tears is small enough that you don't notice, but when you turn up the volume, there it is.
Many a mother has had to deal with a child whose tear duct wasn't fully open and had to be massaged repeatedly over a period of time to "milk" the duct.
