He might be afraid of your reaction if he were to say the word LOVE! Or he's never felt it before and isn't quite sure if it defines what he's feeling for you. When it comes to that word, timing has to be perfect. Don't be pushy. Give it some time..The question is would you want him to say it and not mean it or mean it and say it??? Think about it!

Cause maybe he's scared of saying he loves you since people throw it around a lot..Or maybe he's scared to say it and get hurt.

maybe hes scared that you are not ready you should tell him that you love him and then he will have the cue to say it

HE MAY BE IN BETWEEN I CARE ALOT AND I LOVE YOU BUT HE'S NOT SURE YET SO HE'S TAKING IT SLOW
