It is a term used by businesses and government agencies to indicate that they are actively trying to recruit people into their organizations that are regarded as being underrepresented by some organization able to bring pressure on said businesses or agencies.
This often involves sending representatives to high schools or community events to try to get people interested in working for them.
40+ years of preference hiring and legalized discrimination have not been satisfactory to some pressure groups, so community outreach is necessary to get the numbers up for certain types of people. For the Federal Government, even getting rid of testing requirements for certain types of people has not made their quotas as they just aren't that great to work for.

Community Outreach is local charitable or govermental agencies providing for targeted services to needy individuals.
The Salvation Army reaches out to those in GENERAL need of support in a community but a Community Outreach can be targeted to a specifically identified problem, like an influx of Cambodian refugees in need of laungage support in ordet to get settled into a community, or maybe the outreach can be an information one providing direction and or instruction to those needing housing assistance.
In can take any form of assistance needed in the community but is generally defined as a SPECIAL service not normally offered by the standard charitable organizations..

Most of the definitions you have received regarding "Community Outreach" have related to organizations providing service to the community. However, in the organizations I work with, "community outreach" means marketing & public relations activities designed to reach the community about the organization's work, results and needs.

In our community we have a lot of people who are house bound or ill. Our local Council instigated an outreach to these people by providing a venue and a paid worker whose job was to recriut and co-ordinate helpers.
There may be some one who needs transport and help to do the grocery shopping each fortnight. The "outreach" pairs up the volunteer with this person.
In this way it is possible to reach the sick to cheer them, the lonely just to talk to them, the house bound to get them out. Whatever the need, there is some way to answer it.

Basically, community outreach involves finding a need and meeting it...finding a hurt and healing it. You do what you can to make a difference in the lives of others.

In a nut shell it's you giving your time to some kind of community work for no money, it's all voluntary. Before I fell ill I worked for the local Food Bank loading boxes full of food and dispersing them when the people would come. I did this for over ten years. I think it strengthens character and that's why most high schools require their Seniors to perform some type of community service. Even a candy striper in a hospital is community service. It's service to your community.
