Perhaps if you give specific facts we can help more. I am inferring from reading your question that you mean if you are about to be pulled over, and swoop into a gas station to pump gas, the officer can't drive behind you and pull you over. It's illegal for you to break the law. Pumping gas is no protection from being cited. That is crazy.
