I know a waiver is typically necessary for acl reconstructions. would this coupled with a crime waiver eliminate my chances?

You will probably require an additional determination by a USMC recruiting commander. While I was an Air Force recruiter we had elegibility packages called "Morals Eligibility Determinations" or MEDs that looked at the whole-person. I would assume that the USMC has something very similar.

Keep this in mind---all branches are more "picky" about their officer applicants than the enlisted applicants. The officers are the people that must lead by example. What you did that caused this legal problem will have to be very petty to allow further processing.

A further note: Many people believe that when a law violation is expunged from their record it is gone forever. That is not true with the military. When national security is at stake, ALL juvenille and other expunged records are available. Do not think that lying about a past history will not be found out; it will.
