The US Navy was to form a blockade of the southern ports, a vital part of General Winfield Scott's "Anaconda Plan". Unfortunately, the Navy had too few warships at the start of the American Civil War to effectively do the job.

I agree with the person above me,I wish to add that general Winfield Scott new that the Anaconda plan would take some time before it showed positive results but in 1863 the south was already feeling the pinch...
