Civil rights movement is about the airing of grievances by the government while extortion is the forcible asking of money through threats. Civil rights movement is sometimes used for extortion.

Extortion as applied to the civil rights movement is the suppression of rights of a certain defined block of citizens who are considered chattel and subject to extraordinary forced outlays of blood, sweat and treasure in their pursuit of life liberty and the pursuit of happiness.

The civil rights movement was a historical movement to get independent freedoms for minorities. Some were being treated inhumanely and badly wherever they went.
Extortion has to do with money or property. Since slaves were considered property, they were bought and sold, and sometimes treated inhumanely.

An example of extortion is when the KKK stole my great uncle's land and killed him so that his family could live.
