nobody is getting paid to give you step by step lessons. It would also be hard to fit all the necessary information into these response boxes.
Chances are, if people are getting paid good money to do what they do (like webdesign) then it's something thats going to require more than about 15 minutes of effort.

you can create in number of ways.
simple ways:
Go to yahoo and webhosting.
If you know some programming languages you can create using HTML, DHTML, Java, etc.
If you do not know computer languages, dont bother you can use Microsoft Front Page Editor, etc
