Either
a) try to uninstall it in safe mode
b) reinstall then uninstall

The response from colin b is sound, but if that doesn't work for you might I suggest that you reinstall BOClean. Reboot your computer, which will automatically start BOClean running.

Press Ctrl-Alt-Del, then click on the Processes tab (near the top of the dialog box that pops up). You'll find that there are two entries in there that relate to BOClean. (Sorry, I can't remember their names, but they are quite self-evident. They both start with "BO".)

Click on both of these entries (one at a time) and then select End Process. You'll find then that you can use either BOClean's uninstaller or you can use Windows' Add-Delete Files.
