I know it's an "e" but does the 2 dots supposed to make it sound different?Do they use "ë" in German words?

No, they don't have it in German. They can have dots over u, a, and o in German, and it makes a different vowel sound.

In French and occasionally in English, it's used to mean that the e is pronounced as a separate syllable. Noël is No-ell not Nole. Can't think of a good example for English, unless you count the name Zoë.

French use it too. Like Christmas is Noël in French. The "ë" is prononced very differently than the regular "e". There is an amphasis on the letter "ë" when it is prononced.

ë is used in Albanian,Russian..etc. It is pronounced like the u of the word hurt.
I'm Albanian and my language has a lot of ë in it's words.

it's French, it's called "accent trémas", ä, ë, ï, ö, ü, it's found on words like Noël (xmas), astéroïde, aiguë (sharp), ambiguïté, naïf, etc.... and in loads of names as well.

It's used as a pronunciation guide.

Basically, when you have two vowels together in French, you'd normally use one of our combined sounds (oi, ai, au, ou, etc..) but the trémas tells you when they have to be pronounced as two separate sounds. (whoever speaks French will understand)

Might be used in other languages as well, not sure.

yes, it would sound different. german uses words with that over some of their vowels
