Like the other users said, I don't think it's wise to use Safari at all on Windows. Apple software on Windows, for the most part, is rather crappy.
I think you should use IE7 instead. It's integrated into Vista, and with Safe Mode, you can practically guarantee that your browser won't be a place for malware to enter through.
Plus IE7 & AERO look really awesome. I use IE7 on XP SP2, and it works really great for me, plus it's not a slow-down like Firefox. And it's also more compatible.

I also suggest download IE7 Pro, it's an add-on that adds extra features like spell check, Tab History, extra scripts, adBlocker, and so much more. It's pretty much the ultimate IE7 add-on. It has everything you'll probably ever need.

Safari is for OSX not Windows.
Windows Vista is for PC's and not Mac's
Both are for specific Operating Systems and won't work on the other.

Probably need to either restart your machine or uninstall the browser and reinstall it.
Have you considered Firefox?
