I would suggest going downstairs when you know that they aren't toking it up. You want them coherent. Sit down with them and visit for a moment, allow them to feel at ease.
Then you have just go for it. Express your concerns to them in a friendly way. Don't tell them you have nothing against pot smokers. That always sounds so condescending.
Life is full of opportunities for confrontation. But confrontations themselves do not necessarily have to be ugly. If they do get upset, apologize for upsetting them, but stand firm. Mention your worries about your pet's health. Ask them if there is anything they would suggest that can reduce the smell of marijuanna in your home, even. Try to compromise.

Just go downstairs and politely ask them if there's anything they could do to prevent your house smelling of weed. I'm sure they would be rather mortified to think that their habit was detectable on the floor above. If they are great people as you say then you should be able to work out a compromise, possibly get them to only smoke inside when its raining or absolutely freezing? When I was a student smoker (and how I wish I still was), there was nothing me and my housemates enjoyed more then a smoke outside on a nice sunny day. And we also would have been horrified if our smoking had upset or disturbed our neighbours.
Incense is a good idea, or you could ask them to help you block up whatever holes are between floors, or to open their windows and sit near them when smoking. Just talk to them

at the very worst, the cops may bring their K-9 unit. If so, and the dog smells pot because the incense is so close to the smell, the cops would see the incense and realize it's nothing. The worst that could happen is the cops come, you are completely honest, they search and find nothing, and then the cops would no longer come to your house if the neighbors call again. Don't worry about it. And if it is such a problem, then just don't burn incense. I know it's annoying and you may like it, but it'll stop the problem. Either way, you just have shitty neighbors

I hope you don't have birds, because weed can kill them...
I have no tolerance for potheads so I say call the police. They will come and search the place and possibly arrest them. That will be the end of the stinky neighbors. My apartment is full of cig smoke all the time and that makes me mad, so pot smoke would make me FURIOUS!

Buy them a package of incense sticks and ask them if they would like to try them to cover the smell of the weed, because you wouldn`t want the wrong people to smell it.
It will seem you`re looking out for them and they won`t get mad or nothing.

if your renting, move. you won't get them to change. cause if they cared they would have been smoking outside or in the garage at least. take it from someone who's known smoker for decades. Smokers don't change unless they quit.
I have friends who smoke, and I make them smoke outside. and every time they try to persuade me to let them smoke in the garage, which I don't allow because it always travels into the house.
also, I would worry about your pets, they are susceptible to nose cancer and lung complications due to smoke inhalation

call the landlord and explain the situation; see if he'll do anything. Or you could call the police and have them handel it discreetly, ask them not to say it was you who reported them... Remember after all weed is illegal so you'll be doing society a big favor by getting these drug addicts off the streets.
