The One True God of Heaven is a Creator God of Love. His strange act is anything which goes against His nature. Thus, to destroy the wicked requires that He go against what He is -- a Creator whom Loves His Creation.

notice before isa. 28:21,
Isa 28:16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
Isa 28:17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
we should know what that precious corner stone is, don't we?
Eph 2:20 And are built upon the foundation of the apostles and prophets, Jesus Christ himself being the chief corner stone;
then notice just ahead, in isa.28:27
Isa 28:27 For the fitches are not threshed with a threshing instrument, neither is a cart wheel turned about upon the cummin; but the fitches are beaten out with a staff, and the cummin with a rod.
this to me resembles the seperation of the tares and wheat, or the sheep from the goats.
Mat 13:30 Let both grow together until the harvest: and in the time of harvest I will say to the reapers, Gather ye together first the tares, and bind them in bundles to burn them: but gather the wheat into my barn.
if you understand this to mean tares=(evil people) wheat=(His people) then this is indeed a strange work or act, which in isa.28 the word strange is the hebrew word=nokree--#5237 which should have been rendered=(((wonderful work)))
that strange and wonderful work and act will ultimately be that great day of the Lord , the first and second resurrections and the 1000 year reign in between.

First time I have seen anything of that written in any Bible. But it is clearly there.
God is very mysterious.
It however may be referring to earlier verse 16;
So, this is what the Sovereign Lord says:
"See, I lay a stone in Zion, a tested stone, a precious corner stone for a sure foundation: the one who trusts will never be dismayed. I will make justice the measuring line and righteousness the plumb line; hail will sweep away your refuge, the lie, and water will overflow your hiding place..."
Jesus of course is that corner stone.

The Bible doesn't really go into great detail so I couldn't really tell you. But I do know that the other part of the verse is talking about two miracles that God had performed. At Perazim God enabled David to defeat the Philistines. And at Gibeon He caused the sun to stand still so that Joshua could defeat the Amorites.

let me give u an analogy. i have thinking abt it all the time:
1.since God knew everything that will be happen in the future, why did he create us (when he knew it already that 90% from us will go to the hell)?
2.when God is fair, how could he let some people in the world are so rich and heartless, as the others suffering and dying?
3.why didnt he be satisfy with his angels, instead of making us, the full of sins humans?
well, for me, these questions are all of God's strange works...
