The first thing is - it's good. The literal meaning of proficient is 'expert' but it is used to mean 'possessing the requisite skills'. So, the player knows their stuff and ticks all the necessary boxes. Are you more concerned about what it DOESN'T say? Well it certainly doesn't say 'they are rubbish' or 'they have a lot to learn'. What it might imply is that the player has reached the required technical standard and can now afford to be more adventurous - a bit daring in their material or style maybe - extending their comfort zone by experimenting. If you are the proficient guitar player, congratulations - that is something to be proud of.

It means you know what you are doing. It doesn't necessarily mean that you are an inspired or great guitar player. It could be used as a compliment or an insult depending who yo are talking about and what you think of them.

Good enough to hold a tune together, keep rhythm and smooth chord changes. Proficient just means good at something or well practised.
