is it up to me or the police to press charges on someone who stole from my car. is this a civil matter or not

Normally a felony warrant is initiated by law enforcement in my own jurisdiction. Misdemeanor warrants can be initiated by the citizen.

If you know who stole your vehicle, providing that information to law enforcement will enable them to recover and solve the case thus getting an arrest warrant for the person responsible.

If someone steals from your car it is the police who would file criminal charges, if a judge does not order restitution at a criminal trial you can then sue in civil court to recoup your losses.

it's called a larceny and if you know who the person is you can go to the commissioner's office and file charges yourself. the police will file if the person is caught in the act or fleeing and there is sufficient evidence to charge them with the crime.
