It means that we each have our own definition of beauty. What I think is beautiful may not be beautiful to you.

It means that beauty is subjective.
What one person may find beautiful another may not.
The meaning is literal - it is the person who is looking at someone (or something) that decides whether they (or it) is beautiful in their "eyes". They are the "beholder"

This explains that beauty cannot be described by proxy. What to one person seems uninteresting when seen by someone else it is regarded beautiful.

A similar expression is " beauty is skin deep". The external appearance is superficial.

There are no sets on beauty. Someone can think that Jessica Simpson is hot but others can think she is ugly. Everyone has diffrent ideas of beauty.

What is aesthetically pleasing is subjective, it is different for every person. One person may find something to be attractive while another thinks it's disgusting.
