A weapon is anything that can be used to attack another person, or defend oneself from an attack.
1. Yes, a screwdriver can be considered a weapon.
2. If you are under 18 then it is illegal for you to purchase or possess a lighter in most states, because you are not of legal age to purchase tobacco products.
3. If you have a bag of bobby pins and the rubber is taken off all of the ends, you will be asked what you are using them for, and why you took the rubber off the ends. They will probably be confiscated.

Every state has laws as to what constitutes a weapon. On top of that, anything can be considered a "weapon" if used as one.
The screwdriver becomes a weapon when you use it as one or threaten someone with it.
Unless your area has a law saying "no lighters under 18" ,its not illegal
Once again, if you are breaking onto something with a Bobbie pin, then it would be considered burglars tools. You are always arrested "under suspicion". That is what an arrest is. If you simply have Bobbie pins, no, you can't be arrested without some sort of probable cause that you either committed a crime, are committing a crime or are about to commit a crime.

Hmm, a minor male carrying around a screwdriver, lighter, and bag of bobbie pins... How long until you plan on heading into juvie? The screwdriver could be a weapon, and the police would shoot you if you charged them while brandishing it. If you are caught while doing a B&E, the bobbie pins and the screwdriver would be evidence of your intent to do the B&E. The lighter would only be a problem if you burnt something.
Stay straight, dont be foolish.

A screwdriver is considered a weapon if you brandish or carry it as one.
Carrying a lighter, even by a minor is not illegal.
As for the bobby pins....if they know that picking locks is your intent, then yes, yer likely to get in trouble.
Anything that you can use to cause bodily harm with can be considered a weapon.

1. A screwdriver can be considered a weapon (depending on how you intend to use it). If a policeman decides to do a Terry Search and find that in your pocket, he'll or she'll ask you what you are carrying that around for.
2. Walmart do not allow minors to buy lighters because you are not allow to smoke as a minor. In addition, they also would not want you to start fires.
3. Under a Terry Search by the Police, you will be asked why you are carrying that around.

The screwdriver could be a weapon if you used it as such, either by stabbing someone or threatening to do so.
The lighter is fairly innoccuous.
The bobby pins aren't likely to be a problem, until you're caught tresspassing in which case they'll assume the worst. In that case, the screwdriver would also be used as evidence of intended Burglary. But why would you carry around a bag of bobby pins?

In non-traditional weapons, they officer will always look at intent. I don't see any justification for calling these weapons, but I do see the potential for possession of burglary tools.
Carrying a screwdriver and a pocket full of bobby pins is not normal, and would require an explaination. Especially if you are in possession in the middle of the night, in a business area.

there are too many items out there that can be used as a weapon, for example a pencil or pen, keys or even a coffee cup and cops do consider these as potential threats depending on the situation. As far as carrying bobby pins, why are you carrying those around? And yea if given the right situation a cop may think of them as a burglary tool and yes you cold be cited for it on some jurisdictions.

As a general rule, anything that can inflict bodely harm upon someone else can be labled a weapon. Haveing a bag of bobbie pins may get you made fun of, but unless you try to stab someone with it, i would think not. A screwdriver would depend on your demenor, why you are being stopped and your reasoning for having it.

In California the screwdriver meets the definition of dirk or dagger. To completely conceal it on one's person is a felony crime. It could also be considered a burglary tool under the right circumstances.
The bobby pins, under the right circumstances and for just the reason you mentioned, could be considered possession of burglary tools. (Doubtful though).
If I'm not mistaken, under 28 in Cali, and you cannot possess a lighter. I could be wrong though, I don't do alot of juvenile enforcement.
