Im looking for some blinds the will block out 95-100% of sunlight when lowered. these blinds would be for the living room and the bedroom so should look nice and should be as affordable as possible.

any ideas? thanks in advance.

The least expensive will be a room darkening roller shade. I know for sure that Lowes can cut them to size. There are also room darkening cellular blinds that are affordable and have the added value of insulating the room a bit to save on energy. Those are the best options for complete darkening, especially if you hang a curtain rod and panels along the edge of the window where the shade ends.

Anything that states they are room darkening should do the trick. Levelor, Hunter Douglas, etc. all offer many choices and price points. Take a look at Home Depot or Lowes.

Faux wood blinds are great, and they're about 1/2 the price of real wood.

Darkening or filtering will block out some of the light. For totally darkening look for those marked "black out".
