If that's what he/she wants to do. It's certainly not illegal. Just don't bump into anything. By the way, you're probably not getting as many stares as you think. Sometimes, when people are self-conscious, it feels like everyone is staring. Try to walk with pride and confidence. Hold your head high, and if someone looks your way, smile and keep walking.

never should you have to look down think more of the person or youreself no matter the reason keep youre head up and dont care what ppl are staring at or why just know youre a good person on the in side or they are.

well, from personal experience I got rejected from a guy that obviously found it offensive to be looked at.
by wearing that hat and looking down more people are going to look at you because you look different as in you don't exactly fit in.

well you need to know if its a stare or they are checking you out nothing wrong with being checked out but stares are uncomfortable
