Get Adobe Acrobat or if you want something cheaper I highly recommend PDFill, CNET gives it 5 stars and it will allow you to Insert, Fill, Edit, Delete and Submit PDF Form Fields; PDF Draw, Comment, Annotation; Open, View, Edit and Save PDF files without Adobe Acrobat!
Pdf995, PrimoPDF or CutePDF are free alternatives to Adobe Acrobat which will allow you to save your document to PDF format.
If you don't want to download software you can convert your document online for free at pdfonline.com

I take it that you want an automated process because you probably several dozen pages and don't want to do each jpg manually (resize, put on the pdf, save, etc). The following are all batch-automated processes.
Shareware:
Image to PDF Desktop Application 1.51

- Combine up to 1000 images into one PDF document
Paid Software
Adobe Photoshop:
File > Automate > Contact Sheet II
- This creates a catalog of the photos onto one page (you can set how many photos per page)
- You can then save each as a PDF file in Photoshop

- Set up your PDF Printer using Adobe or CutePDF
Adobe:
- Go to Adobe (http://createpdf.adobe.com/) and create an account for the "5 for Free" deal

- Download http://www.cutepdf.com/Products/CutePDF/writer.asp and install
Picasa:
- Go to Picasa and add the folder containing all your jpg images
- Select the files then go up to Folder > Print Contact Sheet
- Select your arrangement you want to print at
- Select the Adobe PDF Creation printer or the CutePDF
- Print to PDF

If you have a layout option on your printer and a "save as pdf" option, you can do it with your print command.
You should be able to lay out the pages in a tiled format for printing. Then, instead of printing, click the "save as pdf" option. It saves a picture of the page as it would have printed.
By the way, I do have Adobe Acrobat.

Install PDF Redirect - http:// www.exp-systems.com
Print the image one by one to PDF Redirect and they will be combined as one PDF file

If you have Photoshop, you can 'composite' them in Photoshop and then save it as a .pdf.
If you have Illustrator, you can 'place' them into Illustrator and then Save As a .pdf.
