I don't think they need to do that in order to give away a small amount of money.

The odds of a player getting all the way to the end and having only the two largest amounts left, are incredibly small. In any other scenario where the million was left, along with a smaller amount like $50,000 the player is always going to take the deal. The deal will probably be $400K or so. Would you really take a 50/50 shot at losing $350,000?

So the odds are very good that in almost every case they will never have to give away much more than $200K. Human greed usually ensures that they are lucky to walk away with $100K, many leaving with far less.

I expect that they make that kind of money just on their phone text competition for the viewers at home. Not to mention the massive revenue they make on advertising and all the merchandise.

Quite honestly, I think your idea is just a conspiracy theory. In order to rig the game they would have to get the models in on it, and several staff would also know about it. That's at least 40 people that would have to be involved. What are the odds that none of them would ever wish to go to the media and expose the fraud?

In addition to what ZCT said, the entire process is done in front of a studio audience AND the contestant. That's an awful lot of eye witnesses to try to fool.

If I were a contestant, and all of the models suddenly left the stage, or somebody gave each of them a different case to hold, I'd reach for my cell phone and call a lawyer.

That's why, when they get to the end of the game, Howie has the remaining models open their cases to show that all of the amounts actually were in play.
