help design an online website? can it even do that?

no, but its a great investment, but for websites, i use photoshop elements, you dont need the advanced features of cs3

though photoshop doesnt edit html, its great for making images for websites, like logos, creating signs, and then just integrate them into your code, and upload it, i recommend adobe photoshop elements, if you are new to web design, be sure you learn a bit before you jump in

I recomend getting a good book on basic HTML - it is EASY to learn. I'm a designer more than a coder, and was a little aprehensive at first, but once i dove in, I learned all I needed to!

Photoshop is best used to design what you want the site to look like. THEN you cut the graphics up after planning how to best code your site. I like to use Adobe Dreamweaver for authoring my websites, but it can easily be done using a simple text editor! I do NOT suggest using PHOTOSHOP to slice and dice and create your own code for any site you do. It won't be w3 compliant.

There are a ton of learning resources online too for html and web design. My favorites are www.lynda.com and http://www.w3schools.com/

*OH and please for love of whomever - don't design logos in Photoshop - its an industry NO NO! Professional Logos are designed using Adobe Illustrator.

No. It does not code HTML. All it does is work with graphics.
