This car has a simple disign. Full body on frame. 1 air bag. 4 door sedan. Live rear axle. Vertical inline 4 cylinder. 4 speed automatic or 5 speed manual. Points, distributor cap, coil, and rotor.

Now does the car have a carburetor? Does it have emmissions controls? It's a 2.3 Liter 4 cylinder that has the cooling fan attached to the crank shaft harmonic balancer via a cooling fan thermo/mechanical clutch.

It's actually not that heavy a car. BUT it's got plenty of torque for a 4 banger. And the car is box shaped and extreamly safe.

PLEASE tell me now, why is it the car only gets 15 mpg in the city and 22 mpg on the highway? 19mpg overall. That is pittifull!

Is there any way to boost gas mileage? Can you install a modified crank shaft to increase compression? How about a Turbo-Charger? How about CDI Ignition? How about replacing/swapping an automatic transmission for a manual, could that be done? Larger intake? Larger exhaust? HOW???

This car has electronic fuel injection and electronic ignition. The 240 was and still is one of Volvo's best but it is does suffer from relatively poor gas mileage. The figures you quote seem unusually low however. The automatic transmission could be a factor but I'd recommend a complete tune-up by someone who really knows these cars. Turbo? That wouldn't help. CD ignition? It already has electronic ignition which is why I'm puzzled by your "points" comment. It is in fact a fairly heavy car to be powered by a four-cylinder engine. You might gain a bit with a less restrictive exhaust system but the fact remains is that these cars are just not that economical.

Definitely low mileage. I have an 1985 744 GLE (2.3L automatic) and I return 30MPG mixed (but mostly highway) driving. And the 744 is a bigger car and mine has 230,000 miles on the original engine. A friend of mine has a battered '82 245 wagon and he gets 32 MPG mixed driving.

I would start with the basics. How long has it been since it had a tune up? (A CDI would help with fuel efficiency, but probably not enough to offset the cost). Are the injectors dirty? Is the air filter clean? Does the muffler need to be replaced (a broken baffle can rob your engine of power and fuel efficiency). Are your tires properly inflated? Is the transmission slipping? A problem with the emissions control should show up as a check engine light (I believe they are installed on this model year).

From there on you are looking at valve timing and shimming, compression testing, etc.

in addition to the above answer and if the tune is in good order i would suggest examining your brake system.
you may have a stuck caliper. my 3, 2 series cars knock out much better mileage 79 242 m/t o/d 23 city 28 hwy, 79 245 m/t 4 spd 26 hwy [i don't use this one in city] 89 245 a/t o/d 28 hwy 20 city
other possibilities could include cam timing one tooth off, a faulty temp sensor, or a fuel leak [even a weep from the seal washers at the fuel filter will make a large difference]
NOTE if cam timing is one tooth advanced from proper a noticable improvement in low end torque will be noticed however at road speeds fuel mileage will suffer and top end performance will be reduced [over the years i have had 3 [after market] timing belts that were improperly marked crank and intermediate shaft marks were ok but the cam mark was off 1 tooth advanced] with genuine volvo belts this has never cropped up even once in 30 yrs.service and repair of 2,7,&9 series cars
