Yes and no.
He may be fishing for attention from you and everyone else, and he takes what he can get.
Even if you don't have feelings for him, you have to realize that sex is just that - sex - and theoretically we can have sex with just anybody, fellings for them or no. We put feelings between us to separate us from any other creature on the planet having random sex anywhere at anytime.
But did you really have sex in the dream or was it implied?
I don't like to interpret sex dreams because frankly, they're private. But it is wrong to assume that just because you dreamed about him means there is something there between you.
The truth is that you are jealous of your sister having a relationship and getting attention from a member of the opposite sex. You dreaming of her boyfriend means you simply want that attention too, and you yourself will take whatever attention you can get from any source. Even flirting with someone you have no feelings for is certainly getting attention from a member of the opposite sex! And it has translated into a trigger of a dream of a sexual nature. But it doesn't mean you should break up your sister's relationship so you can have her boyfriend. It means that there are qualities in him that you DO like and want to seek more of. So what you really should do is recognize those qualities you do like in him and focus on finding your own guy with those same qualities that you are also much more attracted to.
And that's all that means.

This dream might be a Release Dream, meaning you think it's really wrong so you never think about it and your mind releases all those hidden thoughts when you sleep. It doesn't mean that you should do it. In fact, think about it this way: if your sister had the same dream about your boyfriend-if you don't have one, imagine-and she thought of the things you did, how would you react?

It could be that you unconsciously like him, or it could just be that he's a friend to you. It may even have to do with jealousy of your sister (are you single or in a crappy relationship?). It might even mean that you want to feel closer to your sister if you tend to associate her with her bf.
How did you feel when you were with him? Angry? Depressed? Secure? Relaxed? Wanting of something?
What was the mood like? Was it a dark, scary room? Was it cheery? Did it remind you of your childhood room?
For instance, if you felt secure in a dark room, it might be telling you that either your sister or her bf is your guiding light through something and you need to be closer to her/him right now.
