if by cup cake holders, you mean the papers, then yes, you get the muffin pan. Put one paper in each one. Place batter in paper. bake. YUMM

Yes, you put the cupcake liners in the pan and then fill them just a little over 1/2 full (they'll rise up some during the baking process) Enjoy your cupcakes, but most of all,

The paper cups? Yes, you do. You don’t have to do anything but lay the cups in the cupcake tray and then put in the batter about half to 2/3 full. Now if you were making muffins, you could spray the cups with Pam to make it easier to peel the cups from the muffins when done.

The papers, yes. And if you're referring to the ones that have aluminum holders around the papers, yes to that too! You can bake more than the 12 with those because they stand on their own on a tray.
