In legal usage a "sanction" is a penalty. It could be a fine, it could be jail time, it could be probation.

The term "sanction" is most commonly used to describe a "fine" that a judge imposes on someone for misconduct in a trial. It's not, strictly speaking a 'fine' because there's no trial before he imposes it, so they call it a sanction.

For example I was recently 'sanctioned' $100 when my cellphone went off in court because I forgot to turn it off :-(
