try Michael's craft stores, they have different kinds of cake/cookie stuff that is not at your normal grocery. Tall Mouse or Joanne's also.

I've never heard of 'confectioner's coating' ... but you can buy powdered sugar and mix it with butter and HOT water and make a good 'icing' ...
If you want a 'fondant' then you should look for that recipe online. Fondant is another kind of 'confectioner's coating' that you can make yourself once you have the recipe.
If you want a 'glaze' then make it with powdered sugar and hot water so it's very 'thin and runny' ...

If I'm not mistaken, you're probably referring to what most people would call bark. Think of a giant candy bar in a bag. My store has it down the baking aisle, but they usually only sell it during the holiday season. It comes in white and regular chocolate. Michael's sells similar things made by Wilton. They are the round disks used for candy making. If this isn't what you're referring to, then I'm sorry I can't help you anymore. Walmart also sells the bark bar down their holiday baking section.

You can buy Chocolate powdered sugar. That's what they mean. If you cant find it then put 1Tbs of cocoa per cup of powdered sugar in a food processor and mix.

Look in a hobby store that carries candy making supplies such as Michael's or Hobby Lobby.
What are you making? Could you just use almond bark?
And it is NOT powdered sugar.
