we are making some beautiful baskets with a nice bottle of wine, two glasses, a wine key, and candy for our new neighbors, whom we do not know well yet. are there any protocol or expecations that go with giving a bottle of wine? is this too forward a gift? any advice will be greatly appreciated.

You know a gift is a gift and if they don't drink they'll just offer that wine to their Christmas Guests. It wouldn't go wasted in my house if I received it as a gift lol!

That is too forward a gift to give to neighbors you do not know. I agree with the first post, they could be recovering alcoholics or have a religious reason not to drink. I had a friend who was a recovering alcoholic and that is a struggle he deals with every day.

A fruit basket would be the best. Usually because you have no clue what kind of dietary contraints the person has. If the person is vegan, lactose intolerant, allergic to nuts, soy, diabetic, etc. At least fruit would be the best choice.

I wouldn't give wine to someone if I didn't know they'd appreciate it. Some people don't drink. A better choice is something neutral - toasted nuts and some nice drink napkins (the paper kind). Nothing perishable, nothing highly flavored, nothing alcoholic, no fancy teas or coffee or jelly that they might not like. People don't want to serve something they wouldn't buy.

Give a bottle of red because that is most commonly what people prefer (although I am the exception). I dont think its forward, i think it is classy and nice. If they don't drink, they can save it and share it with guests or company, or they can give it away.

I think it is a lovely gift....your neighbours will be speechless at your kindness. Even if they don't drink if they are classy people they will just thank your for your gesture...who knows they may just invite you in to share that wine with them.

Make sure they are not recovering alcoholics or have religious reasons to not want alcohol.

you should make sure it's not a common bottle, something they wouldn't find right away when they go into the liquor store, not necessarily expensive (they probably can't tell), just harder to find.
