Moses was not permitted to enter into the new land, after leading his people for 40 years in the wilderness, because he had disobeyed God.
There are two possibilities. One is that his punishment was for his decision. The other is that God prearranged the decision and the punishment.
The Bible doesn't say, but it makes no sense if he didn't make his own decision, using his free will.

We all live and move by the God's will , but the God created all of us free people , and we are who make ourselves slaves by selling the freedom which is a gift from the God.
Sorry , i don't understand why you ask this question .
But Moses is a prophet as other prophets and all of them at the end humanbeings.
Everything in the world is controlled by the God and the God himself give us the freedom.

The passage that you are referring to is from Exodus 3-4. In this passage, Moses refused to go but was ultimately convinced by God that he should. Being convinced to go doesn't mean that you are forced to go. Such as being convinced to buy a car doesn't mean that you were forced to. Much later, Moses actually disobeyed God by striking the rock instead of speaking to it as God requested. Moses chose to do so. Look also at Hebrews 11:23-26. Moses CHOSE to endure ill treatment.
