Aw how sad. I'm assuming the cat is dead then?
If I were you, I'd collect the poor thing in a plastic bag and call animal control. They should be able to tell you what to do. If they don't have any suggestions, or say there isn't anything they can do, I'd just bury the cat myself.

Animal control will not generally respond out if the animal is deceased. Just to pick up the body you will need to call sanataion or your area may have a specific number for dead animal pick up. If the cat has a collar and tag they will try to reach the owner but they don't have the resources to scan microchips. If you want to have the cat scanned for chips you will have to take it to the shelter or a vet with a scanner and have it scanned. If you take it to the shelter they will probably dispose of the body for you as well.

Well in my neighborhood we call 311 for stuff like that. They put the request in to animal control. I suppose you can call animal control directly... But 311 will probably be the most help for you.

Animal control removes dead animals from the street.
You can also do it yourself, wrapping the body in newspaper,but it would depend on what condition the body was in.

This is why people shouldn't let their cats outdoors. They don't need to be outside. This is what happens eventually. I would go to check to make sure it really is dead and not just suffering there. My uncle went to go move a dead cat out of the road one day, and he noticed that it was still alive and suffering!... Good news was he took it to the vet, needed some surgery, but now he has her and is completely healthy.
