Do they know her? At that age you can't just introduce someone and say "this is your grandma" and expect them to be smothered with hugs and kisses. They have to get to know her first. Be patient. Good grief, if someone came up to you and said "Hi! I'm your Grandma!" you wouldn't be ready to suddenly get all affectionate so why do people expect that from their kids?

My kids do the same thing. My step mother never gets love from my kids and I think it is because she is never around them. She comes around every once in a while. She gets mad and feels left out when she does see them because they give her cold shoulder but there is nothing you can do but tell them that it is rude to act like that. I don't force my kids to hug her because I want them to have there own feelings towards people not feelings that we push them to have. They will know that it is rude and you don't act rude.

Clearly Grandma (if that really is her name??) and the kids aren't going to get along - give up, the zoo is expensive and i bet its starting to get dark so go enjoy the animals while grandma and the kids work it out. i highly recommend the otters.

You can't get blood out of a turnip, even if she is grandmother she is still a stranger to them, unless she sees them everyday. So quit leaning on the kids and leave them be.. you can't force issues like that.

Kids at that age just never perform when we want them to. My grandchildren (who I watch frequently) will at times decide not to kiss me good bye and say "I'll do it next time" or "I'll blow you a kiss". We are the adults and shouldnt get our feelings hurt or read too much into little one's actions. Dont fret kids just being kids.
