I take it that this a quote from the King James bible. This is written in old english. Suffer meaning 'to allow'. The terms used in modern translations are; practicers of divination, those consulting of the dead, those looking for omens, those practicing magic,those consulting proffesional fortellers of events and sorcerers .

It's a bastardised text, mutilated by the King James Version The original word 'witch' replaced translates as 'brewer of poisons'. So, thou shalt not suffer a poisoner to live.
'The King James version was translated from Greek texts, and the original Greek line read: "Thou shalt not suffer a venefica to live". The Latin word "venefica" means "female poisoner". Thus, the correct translation should be: "Thou shalt not suffer a female poisoner to live". King James's translator decided that the term "witch" was synonymous with "poisoner". '
Also, you don't see the word 'hell' in the older versions. It's 'Sheol' or 'Hades'.

It means to not give a mystic the displeasure of having to live out his/her life as such. It implies that someone engaging in witchcraft is obviously removed from God and therefore a good mercy killing is the best resort.
The whole thing makes me want slap the Pope in the face and steal his Popemobile for some GTA style action in the Gaza Strip.
