I was traveling next week and wanted to carry on my wax for my hair. I was wondering if it was still considered a liquid for the 3-1-1 rule.

Also, if I do happen to find a smaller container is it okay if it's not new?

Check the FAA website to get the latest info. Toothpaste isnt liquid but is considered under the rule so I would not be surprised it hair wax is there too.

No it is not considered a liquid but it will be considered a "gel" so it will have to fall under the 3-1-1 rule and must be under 3 oz. and packed in the clear zip lock bag.

Actually it is solid. But dont place it in your hand carried bag to avoid the hassles in the airport.
