I have skimmed walls in my new house and have already painted the kitchen witch Dulux White MATT Emulsion and it came up beautifully. However, I just painted ensuite bathroom and paint is not going on as nicely. Appears 'cracked' and you can see old paint coming through. Useless ex-owner's extractor fan was kaput so wondered weather any moisture on walls perhaps causing this. Wall affected is an interior wall.

Cracked paint means its drying too fast. Either that or the pain beneath is absorbing the moisture of the new paint and causing it to flake. I recommend using an oil based paint

Cracking can happen when the applied coat is unable to expand to the same degree as the base coat.
There can be a few reasons for this.
You have said you used Dulux and that can be a killer for doing this as it is very thick, A watered down coat as a base may help. It can also help to give the original base a gentle rub over with a fine sandpaper to help key it.
A similar reaction can occur if the base coat was oil based paint and some waterproof emusions (bathroom paint)can be a swine to cover. Traces of paste if the wall had previously been papered can cause the same effect
Give one wall a gentle rub down, no need to work hard at it, little more than a light pressure as if you were washing a window, and then try applying a thinned coat (only thin it a little) followed by another coat unthinned once your base has dried.

in the trade its called crocodile effect or creeping when oil and water based paints are put on top of each other because they expand at different rates causing the effect,its damage limitation from here on ,undercoat areas affected and fill cracks then finish with oil based colour ,idealy strip wall back to plaster ,big job!

it is not uncommon for old paint to peel or flake off in any room while aplying new paint over it. especially in old houses with plaster walls. but there is special paint that is made for painting over old flakey paint. l'm not sure how good it work l've never used it. l'm a drywaller l just put 1/4 inch drywall over everything painted it up now everything looks brand new.

Sounds like damp - put a de-humidifier in for a week.
