Job security is the major cause, there is no fear of getting fired of job, That is one of the reason why these millionaire bureaucrats are involved into crime. it is not that they are paid less, it is never ending money hunger and misuse of power.

A normal officer in India would be having atleast 1 million dollar property, black money and accounts in swiss banks.

There is one more reason their poor back ground, when they find sudden power in their hand, and wealth around, it becomes obvious for them to make best use of situation.

there is one more reason legal system is very weak, court take decades to give their verdict. A corrupt officer can never be trapped unless he /she takes money with his own hand touching the paper currency. Law gives them much freedom, which can never trap the culprit. Even the video camera proofs are not valid to proove the crime.

All these facts in India makes bureaucrats collect atleat 100,000 crore Rs in bribe, which includes, bribe, gift, favours and misuse of resources, kickback from various purchases and civil contracts.

Document the irregularities of the Customs and Immigration personnel and file the appropriate charges against them to their superiors for the administrative case and in court for the criminal charges. Likewise, expose their activities to the media so that there will be no whitewash of their cases.
