I live in my sister's house and to make a long story short I would like to be on better terms with my sister's neighbor cause as it stands he ignores me and it's not like we get along great(cause I ignored him and wouldn't speak because I am a little shy and even before I say a word sometimes we are staring at each other and I feel uncomfortable for some reason) but I would like to change that if I can, cause I feel that I need to learn to make friends and be more friendly to people.

The next time you see him, before he gets the chance to avoid you, smile and say hi.
You can also go over his place with a token for truce, like fresh baked cookies, and let him know that you got off on the wrong foot, and you wish to fix that.

Take the first step. Say hi to him when you see him, wave at him. Be friendly. If you find him attractive or like him, flirt a little with him. Guys are easy going and forgive easily.
