No, Amblyopia isn't treated by surgery.

And, according to *some* authorities, 18 is late, but not too late, to try vision therapy. It may depend on how poor the vison is in the amblyopic eye, and how much effort you're prepared to put in.

Yes, there is uniform agreement that it is best to treat Amblyopia as young an age as possible.
There is not uniform agreement about the age at which attempting treatment is futile.

"When a criterion of 4 lines improvement was used, success rates at all ages under 16 were quite similar; in patients 16 and over, success by this criterion was significantly less frequent, but even in this group success was achieved by 42% of the patients."
"The case of a 45-year-old amblyope who was successfully treated is presented" (from second URL below)

This doesn't mean that every quack technique which offers an almost instant cure for amblyopia works. Far from it. There are charlatans out there.

There are genuine researchers who hope they have found the key to unlocking amblyopia easily, but this has not yet been confirmed by peer review. (URL3)

My sister was diagnosed with amblyopia at about the age of seven when she started having problems in school. Her teacher thought she was just plain stupid for being behind in her studies. It turned out that she couldn't see properly. Despite attempts to treat her condition through glasses and patching her good eye, the vision in her bad eye never improved. To this day, she is practically blind in that eye.
