It's not that you can't, it's that you probably shouldn't.
Hunters, even varmit hunters, have an obligation to as quick a kill as possible. A .22LR simply does not have the power to effectively drop dead a coyote quickly.
A .17 would be better or even .22mag. Problem with all these is range.....you really want to move up a few calibers in power to get out to 200-300. Coyotes are nasty filthy varmits, but they are smart in keeping away from you and your gun.

.22 LR's have a nasty drop, and lose what little power they have quickly. Most of the Coyotes I've seen are kind of big for a clean .22 kill, and they usually don't get that close. They also tend to keep moving, I've only seen them stand still to grab food, and then run. I'd use something a bit more powerful with more velocity and impact energy, .223 .222 .22-250, or anything 7mm and up. Look for varmit guns and varmit loads.
In most states, coyotes are considered "Varmits", i.e. destructive animals. You usually don't need a license to kill them on your own property, but check your local regulations.
It just might be endangered or protected in some areas, I'm sure there's some kinda bleedheart that will protest, and in California, you may be obligated to set out Vegitarian Coyote treats!

There aren't that many coyotes in my area, and so there isn't a season or legal time to do it, so I would not know, I would imagine it would be fairly difficult, and inhumane as well. By which I don't mean I am all "don't kill any animals ever" my family loves hunting, I just mean that it is cruel for the poor thing to have to suffer from the wound until you get near it and then shoot it again, better jsut hunt with something you know will kill with one shot.

You should be using a 22 Hornet, 218 Bee, 222, 22-250.* 22 long rifle is not appropriate to use on coyote.*

"with enough shots to the head and neck", you could hunt blue whales, better of with something more appropriate unless you are a gifted shooter, it would be cruel for an animal to suffer, and it makes a poor hunter look worse if they had to mutilate an animal with gunshots to kill it, it's all about the one shot one kill thing.

yeah, but your gonna want to be at under 40 yards in range, more than that, and you still should have decent accuracy, but not enough power behind it anymore.
