Well, in my part of rural America I have never heard that expression. I would guess that a bicycle is wobbly by nature. And well we all know drunk people are as wobbly as them come. So perhaps the rationale for that? Though the thought of a drunk person on a bicycle brings halarity to my mind :D

never heard that one before. we use drunk as a skunk in my area.
