A dog barks to protect, you must give it the chance to protect you, or should I say, when it feels at home like one of the family, where they live, in their territory, they will begin to bark but you need to give it enough time to feel at home and safe. If it fears for it's safety from you or anyone around thus has something against you then this will only make it longer to wait for it to start barking. so give it a good home and keep an eye out for anyone doing anything to it behind your back.

My pups often start to bark at 4 weeks old.
Seh probably just doesn't feel safe yet and I would put a stop to the growling .

She can bark, she just hasn't felt the need to do so.
My mixed breed pup didn't bark/growl until she was a little over a year old. She always had the capability, but the desire to do so wasn't there until a strange dog went into our backyard and was outside the bedroom window. Then she felt the desire to stand over me, hair raised, growling and barking (protecting me).
I say it was definitely worth the wait. :)

At only 8 weeks old, your puppy is like a baby, and misses it's mother and the rest of the litter. Because of this it craves attention, just like any other child would. It is trying to adjust to being on its own, but is still coming to terms with the change. It needs to be playing with you in the garden, it is again calling for attention. During the noght if you let the puppy sleep near your bed you may find it can sleep through the night, as in its mind then, it is near its mother. You are a substitute for the mother, and it will feel more secure sleeping near you. This may give you more peaceful nights. It will sleep better with lots of exercise during the day to tire it out. She will bark when she feels the urge, although she already has the capacity. If she hears another dog barking she might start. Although, I don't know why you want your dog to bark, lol!

If you want her to bark, try this
Pout ! like POUT as much as you can up to the point where your dog can see the difference between your red lip and your light skin
Another way, is to smile alot infront of the dog, don't hold her while your smiling, put her down and smile RIGHT infront of her, make sure she see's the teeth, dogs don't like teeth, their not scared of it, it's just they get the wrong message you might hurt them my dog trainer taught me this !
but I mean, don't worry over this, chiauaua*s arent even meant for gaurd dogs anyways. My pomeranian doesn't bark! thankgod! but she does bark when I smile with my teeth infront of her :D it's so funny

at 8 weeks she is still very young. she will need some time before her bark develops. she may just need time to get use to you if you just got her. 8 weeks is usually the time you give a puppy to be w/ it's mom before you adopt it as your own.
