if the car is titled to both of you, then the policy should list you both as named insureds. the car needs to be registered in the state that it will be kept and driven. some companies will allow you to put the insurance in one name (whoever has the car) and list the other person as an additional interest on the policy. call the agent who will be handleing the policy, they will be able to advise you of the best way to go about protecting both your interests in the car

You can't register it in CT without CT insurance, and you can't register it in NY without NY insurance. AND, the license of the primary driver must match.

You're keeping the car in CT. You have to declare it garaged in CT, so you need the CT insurance and the CT registration. Anything else can get you in trouble.

If he isn't going to be on the registration that typically means he's also not on the title and then he wouldn't be able to have the car on his insurance, however even so, you need the car insured for the state it is in. If you register it it have to be registered in both names as you are both on the title.
