not really "cook" because that implies there was heat involved. The acid/salt combo can cure it, though...make it not as raw, like in ceviche. So I guess my answer is "yes, kinda"

Not really. You would need a citrusy liquid along with the vinegar. This form of "cooking" is called ceviche.

Any acid, like vinegar, when rubbed on meat, will "cook" the meat slightly.

you can cook a fish in citrus juice, such as lemon juice.. i've heard. it takes a long time though, and there is a name for that style of cooking. as for salt and vinegar, i'm not so sure
