ok so my dad did not make a total complete stop at a stop sign we got pulled over well he just let us go with out a ticket

Yes. He has the right to stop your father. He has the discretion's to issue a ticket or to not issue a ticket.

Would you rather your Father get a ticket? Don't look a gift horse in the mouth. And yes the Police have discretion on whether or not to issue a ticket. Your Dad needs to be more careful at stop signs.

Do you mean are they allowed to give breaks on tickets or stop people for not completely stopping at stop signs?

Failure to make a complete, controlled stop at a stop sign is a violation.
The officer has the authority to decide whether to issue a citation or let you go with a warning.

Yes. It's called Officer DIscretion. I have the ability to decide (within reason) which offenses to cite and when to just give out a warning.

Yes, it is a law violation, therefore the police can stop your father. The sign says "STOP", not make a half a** stop and procede through the intersection.

If the cops have filled their quota, they may let you off with a warning. Yes they have quotas not matter what you hear.
