God is constantly working and calls such as would respond to His message of forgiveness. Concrete it may seem, but God specializes in the impossible, for all things are possible with Him.

If the non-believers were beyond hope there would be no use proclaiming the message of salvation and praying for those we share the gospel with.
The problem is that we want instant results, whereas God takes His time and we need to learn patience and not give up.
Luke 18:1 "Then Jesus told his disciples a parable to show them that they should always pray and NOT GIVE UP."
Galatians 6:9 "Let us not become weary in doing good, for at the proper time we WILL reap a harvest if we DO NOT GIVE UP."
Jer. 32:27 "I am the LORD, the God of all mankind. Is anything too hard for me?"
"It is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God."

As long as there is breath in their body, we should always try to sow seeds. However, there are times when the Lord will shut our mouths and we don't know why. It comes back to casting 'pearl before swine'. My rule of thumb is to witness unless the Lord shuts me up. The rest is always up to Him.
I always keep in mind that I am not to judge on my own will or will not be saved. That's not my job. We will often witness, knowing it's falling on deaf ears, but everyone has the same opportunity to hear the gospel in their life and you may be witnessing to them so that God will be able to say to them at the judgment, this was your opportunity and you rejected it. Sad, but true...

Cast your eyes down and see the hope. Have you ever noticed that even in concrete grass can flourish and given time destroy the concrete. Though it is not easy and they grass has an up hill battle and little soil to work with. Good analogy.

Hmmm, I was in the mountains a couple weeks ago, and saw trees growing up from the rocks. So I'd say yes, we can sow seed on concrete.

sometimes when you plant a seed it takes a long time to grow don't give up just because it is slower in its coming. keep "watering" and loving them if God has not hardened there heart than you will see the results some day.

sometimes it seems that way, all we can do is pray we must teach others so that they might be saved. But the enemy(satan) would like us to believe that we can't, but remember through God all things are possible.
