No. Once someone gives you something, it is yours to do with what you want...they no longer have any claim on it. The ownership of the item is YOURS.
Now, is it in good taste? It can be, if done correctly.
First of all, never regift if there is a chance the original giver might find out you did so, unless they are OK with regifting. If a particularly sensitive person finds out you have regifted something they gave, there could be hard feelings for quite a long time...and most probably every year at the most inopportune time for that...the holidays.
Secondly, don't regift something you have used. This is just plain tacky and disrespectful to the person you are giving it too.
My mother often gives me clothes that I just can't stand; however, she is highly sensitive, and would be hurt if I returned them. Since I don't live near her, and she doesn't see me often, she doesn't know that I secretly regift these to my good friend who has the same fashion tastes as my mom. They will never meet each other, and if they do, it will only be for a few minutes in my presence.
Wow...I've talked so much about this, it is starting to feel like a sin. I didn't realize how sneaky this is.
Oh, well. I'm not going to stop. My friend can use the clothes, and I won't wear them.
It is great to regift to co-workers... probably the safest regift by far.
Wow, my fingers hurt...lol.

Not at all! Regifting is a good thing! It helps reduce waste. It's a sin to just throw out the junk people give you (or let it sit in your closet) when it come make someone else happy.
